When parts are ordered through without a purchase order there is nothing from preventing parts from being reserved for PO, the problem is the parts go into a pool, and keeps count of inventory but we need to have the ability to order parts for certain folks like the engineering department vs production floor. Perhaps, we can create another plant, and call it the engineering plant vs production. This is cuasing a problem, because when we request addiotional parts, it checks inventory, and it takes what's in inventory and may not place the order, but the parts may destined for other projects, so it needs to ignore current stock.
