Missing application com.sapportals.pct.srv.portaldataviewer

We have a custom application that has ServicesReference com.sapportals.pct.srv.portaldataviewer in the portalapp.xml file.

when i deploy this application in EP6 and create an iview out of it, it works fine.

When i deploy this application in EP7.0 and create an iview out of it it throws an error "could not find portal application- com.sapportals.pct.srv.portaldataviewer"

pls suggest what could be the problem and where can we find the application com.sapportals.pct.srv.portaldataviewer. is there something wrong in PDK installation.
