Issue With Invoking a Rule Policy

Good Day,

We are on SAP CRM 7.0 EHP4 and we have created 2 Rule Policies (POLICY_A and POLICY_B) for Service Request Management and they are both active.

However, when we try to invoke POLICY_B from POLICY_A, we are not seeing POLICY_B from the available options; we are only seeing our Categorization Schema codes; please see the image below:
