having problem in logging onto BusinessObjects Enterprise

Just installed Crystal Reports 2016 Server and desktop designer. Now i am having problem in logging onto BusinessObjects Enterprise. Keep getting the error "Unable to connect to CMS...". Out IT Admin has confirmed that port 6400 is open.

How/from where are you login in BOE ?
Is your SIA/CMS running ?
If your admin mentioned open port - does it mean there is a firewall between your machine and the server ?
