PR Release Strategy

Hi Guru..

User wan Release Strategy to be appear on PR.. although total line item $0,

i used charscteritic >=0, but still need to put aleast $1 to make Release Strategy appear. If i put $0 it didn't appear. my question, how to make Release Strategy appear although total line item $0
