FSCM correspondence question

We are setting up FSCM for our collections management and would like to send correspondence to customers through the Collections Management system. Our integration team is telling us that correspondence can only be sent if the Credit Management module is also activated. Is this true? Or can correspondence still be sent if only the Collections Management module is active. Thanks.
