Change document in Shipment is not updated

Hello experts,

I am facing the situation that in some cases the change documents for shipments are not updated. The shipment is processed and the GI booked, but I cannot find any information about changes in VT22.

Does someone know reasons that could lead to such a behaviour?

Are you able to pinpoint which fields exactly do not result in change document creation?

Or is it related to certain transactions?

Any suspicious update terminations?

Is there any chance that a specific document was processed by a developer to fix a serious problem by direct update (if this happens in a test environment)?

It happens in transaction VT02N. User is updating setting the shipment start status. This is not documented in the change documents, but shipment start is set.

Btw. change document logging is activated for the shipment type.
