Planning time horizon - year 9999

My client is upgrading from BW 3.5 to BI 7.1

In their BPS layouts, there are planning data records utilizing a dummy fiscal year 9999. In the current production environment (3.5), I can go to the enter/display data mode in these layout with no issue. However, I get short dumps of Message Type X when trying to see these record in the sandbox with BI 7.1. From the dump analys/debug, it appears that the system is trying create the layout but unable to find fiscal year 9999 from time hierarchy. I tried to set this in tc rsrhierarchyvirt without success.

Am I missing some settings or this is another bug. This sandbox system has sp13.
