Not able to create PO from contract and PR even quantity is available

We have created a PR and created a contract based on PR . With the reference of PR and Contract we have created one PO by using partial quantities of contract . But when we are creating another PO , system is saying below error . I am giving below error screen shot with PR , PO(old PO) and contract screen shots .

. PR: 1400013354, based on this PR , contract is created with no :3400000566 , by taking these two as reference they have created one PO :8300017384 , but after they tried to create another PO , it is saying the error like below. Message No: SE346 . Surpricingly is allowed few services in that PR which are partially used in past PO:83/17384.

As per our discussion it should not allow any services . Kindly check and pls suggest solution . After the below screen shot I am attaching the PR, CO, old PO and New PO screen shots for reference. Please look at released quantity in contract screen shot. As you said to check the log of error messages , kindly let me know how to do the same.
