IDoc Throttling in SAP PO with Async-Sync Bridge

Dear Experts,

I have a technical design question which i need your expert thoughts on:

We have a requirement where ECC would be triggering end of month loads via Idocs.

The scenario is idoc-sap po-rest sync-response-sappo-idoc and the response from rest api using GET method needs to go back to ecc.

we will be implementing async-sync bridge using built in adapter modules for synchronous response back from rest service.

Issue is ECC Team does not want to change idoc batching which can be done using idoc packaging.So there is a chance sometimes that during some end of month runs the there will be huge influx of idocs into SAP PO 7.5 approx 2000-4000 at one time.

Could you experts throw more light as how to approach the technical design so that we dont use the resources and cause performance issues on PO Box.

Can we achieved something in SAP PO where SAP PO does throttling similar to ServiceBus concept in Azure ,where we can send many idocs to SAP PO and then SAP PO does throttling so that REST webservice is not overloaded with many requests at one time.

Ideally I would want to push the decision on ECC to do Idoc Packaging and send 10 idocs so that i can spilt in PO to multiple requests and then send to synchronous REST so that we have proper control and has better perfomance.But the client is reluctant to change anything on ECC :-(.

Can we achieve this without BPM.Could you please suggest the best possible approach to be taken .
