Performance Management and Scorecards

Dear Experts,

We are currently interested in using the scorecard feature that exists in SEM + Performance Management integration.

If we are only interested in using Strategic Goals and Scorecards from SEM, do we need to do a full "configuration" of SEM? I have heard that it is required to have Business Warehouse installed before implementing SEM, is this true?

Basically, we want to use performance management to keep track of specific value-based targets, and be able to calculate actual results against targeted results. We believe the SEM scorecard integration with SAP Performance Management would solve the problem.
