Delivery Error: The system required a fixed bin difinition

Trying to created a delivery for a STO (UB). I am receiving the following error:

Material 1084260 has no storage type record for whse no. 21 and storage type 915.

This material is activate for WH management and the mateiral master data is not setup properly

check the stock placement and stock removal data on warehouse 1 view in mateirla master and create the interim storage type 915.

to me it;s looklike the WH is not properly setup
