Transport user access

Does anyone know if it is guaranteed that only users those who have the authorization object S_TRANSPRT with ACTVT Field value of 60 for T-codes, including STMS, SE01, SE09, and SE10, are the only ones who can transport in SAP?

I'm trying to verify segregation of duties between developers and those who release.
