Transports for the BI 7 upgrade

Hi There,

We are upgrading from BW 3.5 to BI 7.0. We are treating the report migration as a standalone project. My question is:

Should we do the migration of queries, web templates etc. directly in the production environment of should we transport them from the development system. Any guidance will be appreciated.
