Let users copy pdf document from "Public Documents" to "My Favorites"

Is there a way to allow users to copy content from the "Public Documents" folder to their "Portal Favorites" Folder?

I need them to be able to copy content and at the same time not have the ability to delete documents from the "Public Documents" folder.

I gave them read access to the "Public Documents" Folder because I do not want them to be able to delete documents from "Public Documents" and it seems all they can do is create a link into their "My Favorites" folder to the document.

They need to be able to copy documents without the ability to delete docuuments. This is necessary because we routinely overwrite quarterly documents and users would like to be able to save them before they are overwritten.

Help is greatly appreciated and full points to the solution.
