Script Error - No Menu no PCD available. Help please!

Helly Everyone,

we are running on a brandnew portal Installation EP 7.0 SP9.

If we logon to the portal and for example go the Content Administration section, nothing appears and Internet Explorer shows a rectangle with a Script Error message.

I have checked all of my ProxySettings, trusted sites etc...nothing happens. Could the reason be that we just have a static IP and no hostname? If so how can I make the IP trusted for the Internet Explorer?
