We have an external web based system to view sales data. Upon request, it generates a SAP Logon Shortcut file (.sap) for accessing a Sales order in SAP GUI. The file looks as follows (<xx> is dynamicly created from web login and local SAP Logon data):

No matter if I use a downloaded file, a manually created file or create it from SAP GUI, it doesn't work as a desktop shortcut. Nothing happens when I double click it. If my colleague takes my file and changes it to fit his settings, it works fine.
SSO setup doesn't seem to affect the issue.
We are on the same SAP Logon version and Windows version:

Bonus information:
1. If i drag the file from the desktop into the SAP Logon Shortcut area, it works perfectly!
2. If i change the .sap file association to NWBC, it works perfectly (but NWBC is not distributed to all users in the organisation)!
