I need to know if there is any parameter in SAP UME configuration policy where in I can - Disable password globally
As of now I am disabling user passwords manually.
We are using IDM and SAP portal to create the users .
What is the name of this field enclosed in box red in the portal?

Yes, Its possible if you using IDM for User provisioning , De-provisioning, enable & Disable Users.
Please work with your IDM Administrator,
Basically you need to do Two things, 1) Disable the user from IDM & 2) add the user in INACTIVE user group then they will IDM job will be run according as its schedule by IDM Admin and will lock & disable password for the requested user in the back end system both ABAP & Java systems

what you describe is not the behavior of the radio button option "disable password". This option just disables logon with a system specific password but will continue to allow logon using Single Sign-On mechanisms like SAML2, Kerberos, SPNego, MYSAPSSO2-Ticket, Assertion Ticket, X.509, ...
So this is not about locking users, but just about disabling one single authentication method: password based logon.
