Please check all configuration files under your \oracle\<SID>\ora-ver\NETWORK\ADMIN, make sure they are all exist and have correct settings inside, have you reinstall the oracle software lately? Can you give more detailed error when doing lsnrctl start in command line?

to test this, open a command prompt, then:

    lsnrctl status

    lsnrctl stop

    lsnrctl start

    supply results from last command.

do you have multiple oracle homes installed?
