Processing time is more than twice of cpu time ?

According to ADM315 :

"if processing time is more than twice of CPU time then there is a CPU bottlenecks...."cpu.png

in st03 i found attached screen shot.

so is there any CPU bottleneck in my system or any another way to check ?
