selected set or code group

Why there may be need to assign selected set or code group to quantitative characteristic?

in help i read this but i could not understand where it may be needed?

i mean if characteristic is quantitative,we will define its target value and specification and in result recording we will put the inspected value.so where question comes of selected set or code group?
