Primarily you need to set up planning version and maintain year dependent parameters for those planning version. These are logically stored in SPRO Controlling under Cost center acounting >sub-node planning. In controlling, usually, planning version '0' is considered for actual/plan version. actual is recorded against this version.

You have to activate Copy allowed, to permit copying version to version. You can use standard planning layout, else customize it.

In OKP1, uncheck the boxes against each period of the fiscal year for a version, in order to open the period for planning.

You are ready to use KP06 to plan cost centers with various costs under various cost elements. Bare minimum you need to enter the version, period from and to and year, the cost center and cost element before going to next screen to enter values. You can leave the activity type blank. This would post the activity independent cost planning. Save and run several reports in controlling information system to view the planning against a cost center. e.g S_ALR_87013601.
