yMKT 1702: new campaign editor shows "Property 'DefaultActionID' is invalid"

I cannot create any Campaign using the new campaign application on Hybris On-Premise 1720. I keep getting the following error:

• Changeset processing failed

• Property 'DefaultActionID' is invalid

If I look at the customizing the "Is Default" flag is set for "Automated Campaign (Once)". Does anyone know why this problem occurs?

• 2422521 - Defaulting actions for Campaigns : DDIC
• 2418705 - Campaign Designer takes very long time to render
• 2427620 - DDIC:Campaign Designer takes very long time to render
