When we are writing start routine and rules what all tables these routines can access? I am guessing it can not access any tables from R/3 system.

You can access all tables in BW system by declaring them in tables: section. Also you can use RFC for accessing other SAP systems.

You mean to say if I know the table name and which database it exists then i can access that table in the routines?
Yes gkr, absolutely you can access.

you can use rfc enabled function modules to achieve the same - it would not be straightforward as writing an SQL query directly on an SQL server Database but you would have to do that through a RFC enabled function module.
