control over t.code MB21

hi! MM gurus,

My client wants to control t.code MB21 by the means that 'movement allowed indicatior ' should appear hidden and should be required in t.code MB22.

What we have in mind is that we will give authorization of MB21 to all end users but MB22 will be possible only for few users,so that control over reservation process is gained.

How is this possible?Any ideas?

Is there any other way to control MB21 or may be have a release strategy for the same?
