What decides what an approver can change in SC?

Hello,

I am running ECS SRM 5.0 and I have a question. When approver receives a shopping cart, he is not able to do anything else than approve or reject.

Is that std functionality or should it be possible for him to change ie VAT code, account assignment, price and so on?

If so, how can I make this happen?
