OMJN - access question

Hello SAP Guru's

I am using SAP ECC6 My SAP 2005 latest support packs.

My question is about access to transaction OMJN.

In my development "sandbox" the "Modifiable Fields" are changeable.

In my dev client for making Transports, the "Fields" are no longer modifiable.

Basis team here cannot see solution as it is right now. Any clues on what area needs to be looked at to allow access ?
