Global SNP settings could not be read

Hello Gurus,

We are currently upgrading our system from SCM4.0 to SCM5.0.

Whenever I call SNP heuristics a message appears stating that "Global SNP settings could not be read" I have looked into the note 692369, however, we havent migrated to production yet.

Could anyone please help me on this?
