capacity check while releasing order

Hi

I have maintained the setting overall profile SAPSFCG013 in txn OPJK and indicator release order "3" , when i create more and more order for the same date still system says capacity is available... I have maintained all settings for capacity ( like control keys and "generate capacity" in scheduling parameters ) ..... can anybody help
