forecasting related issue

please help me to implement this requirement how to configure

1. Our plan is we will fix item wise QTY and Value of all items in our inventory.That will be our master data.

2. No PO will generate if closing stock qty and value exceeds that fix qty and value .

3. In case of SFG and FG also we will not to able to receive in stock if closing stock qty and value is more than that fix qty and value.
