Once STO committs a quantity, why is the same quantity still available for another STO/SO?

Hello Gurus,

I have Material A with 1 Quantity in Stock. I created a STO 40000005 with material A and requested quantity 1. The system committed a quantity of 1. Now I created another STO 40000006 with same material and quantity as 1. The system again committed quantity 1 for that STO. How is this possible ? shouldn't the system already block the quantity for the first STO? No matter how many STOs I create, the system still commits 1 quantity for each STOs. Is there a way to change the behavior so that once a quantity gets committed for one STO, it won't be available for other STOs?
