What exactly do you mean with budget for Cost Center, are you trying to get a budget process for cost centers, or only do you want to display a report concerning expenses by cost center.
As i have not worked in CO/FM i am not sure how to built the logic for the following requirement.
My req is that i want to develop a 'Z' programme find out the available budget for the TOUR Expense of an employee before the request is sent to the Finance manager for approval.
if the (expenses) budget is not available for the employee ,the budget amt has to increased by the concern person.
That's why i am looking for a budge for Cost Center......and if you can suggest any BAPI's that will fullfill my requirement will be helpfull for me so that i won't go for the Z programme.

About your requirement, you need to aprove expenses for employees based on a budget quantity by cost center, and thoses expenses must be approved for one direct manager before. Rigth?
The second question is are you triyng this funtionality by FM module or by CO module, because the functionality is different.
CO has the functionality budget by Internal Orders with availability control activated, but the problem is that you cannot view by cost centers, and Cost Centers doesnt have this same functionality.
If you want to develop this functionality in FM module by cost center could be possible, thinking in the critical issue is that must be approved first to apply the expense, review first of all standard functionality on both, by CO or FM.
