changes in PO

HI,

user created a PO and its under release category.It has been approved by one Release Code and has to take approval by higher release code.

when user is trying to change PO,system is saying

Error:Changes can not be made(W)..Release underway...

How to resolve this..user wants to add some descrption to one item....
