Error in phase DBCONFIGURATION_NT_MSS

Hi All.

I am installing SAP 4.6C on windows 2K server SP4 with MSSQL 2K SP4. The installation aborts and generates the following error:

I run the same query in SQL query analizer but getting the same error/warning:
