Telnet localhost 50008 is not opening

Hi,

i am trying to apply a license via Telnet localhost 50008 command in JAVA stack system.

Refer the attached the error.

host:ppoadm 92> telnet localhost 50008
Trying ::1...
telnet: connect to address ::1: Connection refused
Trying 127.0.0.1...
Connected to localhost.
Escape character is '^]'.
Connection closed by foreign host.
