Withholding Tax

Can anybody tell me custmization about Defing forms for withholding tax & Certificates. I have configured no range for certificate. but where can we assign this forms & certificate specific for Withholding Tax code or Type.Also I hvae configured related all Withholding Tax. It's urgent . I will assign full points
