As announced, the SQL Anywhere Forum has been taken down by the SAP IT team for maintenance starting with 2017-08-19.
Unfortunately, I did not pin down the expected downtime, and now it's three days later, and the forum site is still unavailable.
So I'd politely ask the title question.
Thank God, it is back again.
According to the maintenance log:
August 18-20, 2017 - Schedule outage
The forum was down from about 6:30pm EDT on August 18 until 9:10am on August 22 for server maintenance.
