A RFC BAPPI CALL TO save a Notification from MII returns "Object does not exist (status management)"

I have asked this question before, but that question has been archived so need to recreate it from scratch. (Thanks SAP!)

Here is a screen shot of the process.


The SAP_JRA_Create action calls BAPI_ALM_NOTIF_CREATE.

This returns a valid Notification number and no error.

The SAP_JRA_Save action calls BAPI_ALM_NOTIF_SAVE.

This returns

SO... what does "Object does not exist (status management) indicate???
