Upgrade install

Had an old windows 7 machine that I had Crystal Reports 7 installed on it. Upgraded it to 2013 in 2015.

User received a new Windows 10 machine. I can't install the upgrade for 2013 because it can't find a valid installed product. When I try to install version 7 Windows 10 states it is not supported and aborts the install.

I have the installation media and key for version 7 and the downloaded upgrade for 2013 and key.

Is there a way around installing an older version to install 2013 on this machine?
