Infotype 8 Deletion

Hi ,

I am facing a problem in which Infotype 8 is getting deleted in Production , because of which there is problem running the payroll .Is it possible somehow bu any user to delete Infotype 8 .I know tht an abaper can delete it by going into table , but is there some way by which user can also delete the entries.
