How can we check the consistency of aggregates?

The RSRV tests might catch some issues with an aggregate, e.g.missing index, but they don't actually verify the contents of the data.
If you are interested in verifying the aggregate against to the base cube, I suggest you review <b>Note 584609 - Automatic checks for aggregates (as of BW 3.0B SP09).</b> I use the pgms in 3.5, but I don't know for sure if they are available in BI 7.0, but I would think so. There is a pgm you can run to verify the aggregate, RSDDK_CHECK_AGGREGATE, which has a couple of differnt options which the Note explains, but basically what it does create a temp aggregate from the base cube, and compare that to your defined aggregates to see if the results match. Review the Note.
In the aggre maint screen under Extras menu option is an Automatic Check option that you can set to alwasy compare the aggregate to the cube (I never looked, it probably runs the above pgm). This can add some time to your nightly rollup process so think carefully before turning this on for large cubes.,
A recent SP provided <b>Note 963483 - Aggregate check: send e-mail with incorrect aggregate</b> that lets you setup an automated e-mail to be sent to you if an aggregate is found to be incorrect.
