.NET Framework 4.0 compatibility

I am porting a VS2005 VB.net application running on WIN XP to Windows 10. I would like to use VS2010 with .NET framework 4.0. My application basically generates a PDF report, nothing fancy. I am limited to version 4 based on some other application dependencies. I may be able to use a later version of VS, for example VS2013

Will CR run with .NET framework 4.0?
