You have the option to limit the user from registering to a Scheduled Offering if they have completed it. The setting is available in the Item. If you go to the Item Details page, you will see Registration Threshold. You can put the number of days that you want the limit to be set. Let's say you put down 15. If the user has completed this item in the last 15 days they would not be able to register for the Scheduled Offering.
There will not be any error message, however. They will just not see the option to register. If you wish to have this feature in the product, you can give it as a suggestion in our Influence portal. - https://influence.sap.com/sap/ino/#/campaign/87
