OKP1 change log?

Is there a change log for OKP1 - Change Period Lock? I'd like to see who opens

the period for postings. (we are on 5.0)

also

We have a global company with one controlling area. Server is in the US.

On Day 1 of a new period, by the time we close "actual activity allocation" for the previous period at 8 am many of the other companies are finished for the day and have back dated postings.

any one else have this situation - is there a way to prevent the backdating?
