Personas authorization to add flavor from gallery

Hello,

I want that some key users be able to add flavor from the gallery without assign them the flavor directly.

Currently they have this:

They have the normal consumer role.

Which activity I need to add to them? (as there is no description on each activities)

I don't want them to be able to change or create flavor.
