I can see an ML document got generated. Can I say that "actual costing" is not active.

You need to check SPRO > Controlling > Product Cost Controlling > Actual Costing/Material Ledger > Actual Costing > Activate Actual Costing for related "Plant".
Also you can check the field from T001W - MGVUPD to be sure actual costing is active or not.
