Vertex: Different Tax countries are not permitted. xxci_00 User login Failed.

During the activation of vertex, I am getting the error as "Different Tax countries are not permitted. I am getting this error for all servers (CI and AI ) . I have configured the vertex in each instances (parametes + SAP_JVM parameters ) .
