Yes it is totally possible...
For this you have to activate/configure the standard workflow , for example:
*Workflow for overall release of requisn. WS 20000077 (TS20000159, TS20000163, TS20000161, TS20000162)
Maybe you need help from a Workflow / Abap Consultant....
After this, you also need the app settings.
The Workflow and the settings, depends on the app that you need.

You could also explore using SAP BPM for modeling a workflow/business process. If you have SAP Process Orchestration layer, SAP BPM could be a smart choice for designing and developing a workflow.
SAPUI5/FIORI application can be easily integrated as a Human Interaction Activity/Task in BPM.

Multilevel approval is handled in the backend. Please contact your colleague who knows backend functionality.
Fiori UI frontend is nothing to do controlling multilevel approval.

Possible - yes (we have done that already at a client), how - depends on your specific process.
If it is easier for you - think of FIORI in this case as just a bunch of nice screens and buttons, resulting in certain actions. The actual approval logic and functionality will be in the back-end.
Speak with your functional consultant how the approval needs to be done and what functions/checks/selections you need to execute when displaying or updating from and to FIORI.
