How to choose between SAP UI5 or Fiori for a particular project?

Is it based on the application requirement? For example, if there is an application that needs to be developed for a client, Do we check if the functionality is already available in SAP Fiori application and then see if we can extend it accordingly.

Are there any other criteria that needs to be taken into consideration?

You are right.

First, look if there is anything standard available in Reference library. If something similar, plan to use it and extend it.

Else, develop a custom application.

Finally, Fiori apps are also built based on SAPUI5. SAPUI5 is the UI technology.
