Could'nt find Proxy-to-Remote Roles link under User Adminsitration

Hi,

I am trying to implement FPN .In that there is one step of creating proxy to remote roles.

I am using SAP netweaver 7.0 and had logged in as Administrator.Still I am not able to see the link Proxy-to-Remote Roles in Navigation structure of User administration.

Pls kindly help me in this.
